SEND.school pairs HEARTS Academy Trust's field-tested SEND deployment research, developed in real schools, with TSO Education's platform.

Why SEND.school

Inclusive practice starts with seeing how support is deployed.

Schools and trusts are working harder than ever to meet rising, complex need. But without a clear picture of how staff are actually deployed, leaders fall back on intuition, historic patterns, or blunt financial ratios.

SEND.school gives a precise, data-driven view of how support is used, who it reaches, and whether it is improving outcomes, built from field-tested research in real schools.

The inclusion challenge

Inclusion is now a statutory expectation.

Yet most schools and trusts cannot actually see whether their support model is working. Traditional KPIs like cost-per-pupil and staffing ratios tell you what you spend, not how well support is used.

Without that picture, leaders cannot easily see:

  • Whether support staff are deployed equitably
  • Whether pupils get support matched to their individual need
  • That deployment aligns with statutory need
  • That support is improving pupil progress
  • A clear story for their inclusion strategy and improvement plans
  • The hidden cost

Without a clear view, recruitment turns reactive. Hours get added that never reach the highest-need pupils, support drifts, and spend rises without improving provision.

  • The Inclusive Mainstream Fund

With the IMF, schools must show not just what they spend, but how wisely. Clear deployment insight is what makes that funding defensible and well evidenced.

  • The mindset shift

It is not how many staff you employ, it is how wisely they are deployed. The shift is from counting what you spend to evidencing impact for children.

How SEND.school supports inclusion

One score for how well support works.

Average support hours, share of need met, deployment quality and progress integration combine into the SEND Efficiency Index: one number for how effectively support is used. The Finance KPI sets the capacity baseline.

Why this matters now

Evidence your inclusion strategy.

The Department for Education's Every Child Achieving and Thriving reforms ask every school to publish an inclusion strategy by 31 December 2026. SEND.school gives you the operational insight to deliver it.

Today 31 Dec 2026 Inclusion strategy due
  • Articulate how well support is deployed
  • Demonstrate alignment to pupil need
  • Show how deployment supports progress
  • Evidence equity across cohorts
  • Justify and support staffing decisions
  • Use the IMF wisely, with clear evidence

Inclusion is now a strategic requirement. SEND.school gives you the data to deliver it.

The framework

Built on research from real schools.

A method developed by HEARTS Academy Trust, grounded in real school data and tested across contrasting primary settings, now put into software.

  • Built across contrasting primary schools
  • Eight questions rooted in observable need
  • Calibrated to a 0.75 capacity benchmark
It asks one question of every pupil: how essential is adult support, right now, for them to access learning. That answer becomes a plan you can see, staff, and stand behind.

FAQ

Questions, answered.

  • How is this different from cost-per-pupil or staffing-ratio dashboards?

Those tell you what you spend. SEND.school shows how well that support is used: whether delivered hours reach the highest-need pupils, how much of documented need is met, and whether support is moving pupils forward. It turns spend into evidence of impact.

  • Who is SEND.school for?

SENDCos and inclusion leads, headteachers and senior leaders, school business managers, CFOs and finance leads, and trust executives. School-level views support day-to-day deployment decisions, while trust-level views roll the same signals up for governors and trustees.

  • What do we need to provide, and what do we get?

You bring your SEND register, staffing and support allocations, and pupil outcomes against the targets set (for example One Plans, EHCPs, or the new Individual Support Plans (ISPs)). SEND.school turns them into the SEND Efficiency Index and its five contributing signals, school and trust dashboards, and exportable evidence for governors and inspectors.

  • Can we export evidence for governors and inspectors?

Yes. Pupil, staffing, deployment and finance views can be exported to CSV and PDF, so the picture you see is the picture you can hand to governors, trustees and inspectors.

  • Can we model staffing scenarios before we commit?

Yes. You can compare staffing scenarios and see budgeted against deployed cost, so planning and recruitment are strategic rather than reactive.
